В четвъртък ЕП одобри правила, предназначени да преодолеят техническите пречки, които различните национални стандарти и процедури създават за железопътните оператори и производители на подвижен състав. Договорените правила за „техническите“ аспекти на 4-тия железопътен пакет ще намалят времето и разходите за удостоверяване, че операторите, локомотивите и вагоните отговарят на технически стандарти. The 4th railway package

The 4th railway package, tabled by the European Commission in January 2013, aims to improve the competitiveness of the rail sector and quality of rail services by removing administrative costs, introducing more competition in domestic passenger services and ensuring a level playing field for operators. На 28 април Европейският парламент ще разгледа и гласува правила, които целят да подобрят железопътните превози в ЕС чрез засилване на техническата съвместимост на отделните национални мрежи и укрепване на правомощията на Европейската железопътна агенция. Тези промени проправят пътя за задаващата се по-голяма реформа на законодателството в областта, която цели да направи пазара на жп услуги по-конкурентен. Agreement on opening up of the EU passenger railway market

A provisional agreement to open up the EU market for domestic passenger rail transport and to ensure equal conditions for railway companies was reached by European Parliament and Council negotiators on Tuesday evening. Port services: improving efficiency to boost trade

Draft rules designed to boost the efficiency and cut the cost of services supplied at EU maritime ports, such as mooring and towage, were voted by Parliament on Tuesday. Ensuring transparency in the setting of fees for using port services and infrastructure, and in any public funding that ports receive, should help to prevent price abuse and market distortions and thus boost trade, MEPs say. But current port service arrangements could remain, provided they meet minimum requirements, they add. (Read more: Port services: improving efficiency to boost trade )

 

EU islands: call for action to overcome permanent handicaps

MEPs urge the European Commission to take concrete steps to address the permanent handicaps that EU islands face and make full use of their potential, in a resolution voted on Thursday. The text also stresses the unique difficulties that southern insular regions face due to the increased migration flows and asks that special tax regimes should continue. Draft rules to improve the transparency of public funding for key EU ports and common rules for ports wishing to restrict the number of service providers were approved by the Transport Committee on Monday. But the committee rejected a proposed “one size fits all” EU-wide free market access rule for suppliers of port services such as towage, mooring and pilotage. Ports themselves must be able to decide how their port services are organised, so as to ensure security and safety, say MEPs. Uber: Transport MEPs discuss transport networking companies

The social, economic and legal aspects of transport networking companies like Uber were at the centre of a debate in the Transport and Tourism Committee on Monday. MEPs heard the views of Uber head of policy for Europe, Middle East and Africa, representatives of the European Transport Workers' Federation (ETF) and International Road Union (IRU) and European Commission. To boost the EU's air transport economy, the EU needs to ensure a level playing field, while upholding high safety and social standards, says Parliament in a resolution passed on Wednesday and intended to feed into the Commission’s forthcoming aviation package.
