One year on, the Council and Commission will be asked which of Parliament's recommendations for investigating the CIA's "rendition" programme in Europe they have acted upon. Issues to be raised in debate on Wednesday will include EU member states’ involvement, human rights safeguards and democratic oversight of cross-border intelligence activities. A resolution will be voted on Thursday.
Parliament's recommendations were set out in a September 2012 resolution on the follow-up to the work of its Temporary Committee on the CIA's alleged use of European countries for the transportation and illegal detention of prisoners.
MEPs will assess to what extent to these recommendations have been acted upon, and if not, why not.
