In the aftermath of the Charlie Hebdo attack in Paris and that on a Jewish supermarket, as well as a cultural centre and the synagogue in Copenhagen and counter-terrorism operations in Belgium at the beginning of 2015, the discussions on the limits of freedom of expression, the notions of respect for religious belief and self-censorship flared up again. During its Plenary session in March 2015, Parliament held a debate on the rise of anti-semitism, islamophobia and violent extremism which showed the complexity of the issues at stake and the need for a cross cutting approach not only about religious intolerance but also about economy, culture and politics.
The hearing, organised by the Committee on Civil liberties, Justice and Home Affairs, will bring together experts in those fields and civil society organisations to gain insight into the nature of discrimination patterns, violence and hate speech against Jews and Muslims in Europe.

President Martin Schulz will sign, on behalf of the European Parliament, a Memorandum of Understanding (MoU) in Kyiv on 3 July with the Speaker of the Verkhovna Rada Volodymyr Groysman. He will be accompanied by Andrej Plenković (EPP, HR), Kaja Kallas (ALDE, ET) and Tibor Szanyi (S&D, HU), representing the Bureau of the EP Delegation to the EU-Ukraine Parliamentary Association Committee.
The MoU will provide a joint framework for parliamentary support and capacity building of the Rada, aiming at strenghtening its constitutional roles of law-making, oversight and representation, improving the quality of Ukrainian legislation and legislative process, increasing the transparency, predictability, efficiency and openness of the proceedings of the Rada and contributing to the effective implementation of the EU-Ukraine Association Agreement.
Following the signature of the Memorandum, the concrete scope of the support programme will be set out during a 3-month Needs Assessment Mission, concluding with a "Report and Roadmap on Internal Reform and Capacity-Building for the Verkhovna Rada", to be presented at a joint high-level event in the European Parliament. Its recommendations will be carried out under the responsibility of the Co-Chairs of the EU-Ukraine Parliamentary Association Committee Andrej Plenković (EPP, HR) and Ostap Semerak.
