It might seem complicated, but it is actually very simple: the European Commission makes proposals for new laws, taking into account recommendations from civil society, the European Parliament and member states.
The Parliament reviews and amends these proposals together with the EU Council and once there is an agreement, the law enter into force in all EU countries.
