Existing tools and possible new measures to prevent and fight terrorism, protect EU citizens and prosecute perpetrators were discussed on Tuesday with Commission President Jean-Claude Juncker and the Dutch Minister of Defence Jeanine Hennis-Plaesschaert for the Council presidency, in the presence of EU Foreign policy chief Federica Mogherini.

MEPs reiterated their urgent call on member states to step up information-sharing and intelligence cooperation. While EPP, S&D, ALDE leaders called for the creation of an EU security agency with fully-fledged powers to investigate and even prosecute terrorists, other group speakers advocated stricter national border checks, voluntary cooperation between intelligence services and measures to prevent radicalisation.
