Poslanci EP dnes dali zelenou nové, v pořadí již druhé, Barrosově komisi. Svůj palec nahoru jí dnes při hlasování ve Štrasburku pomyslně ukázalo 488 poslanců. 137 jich přitom bylo proti a 72 se hlasování zdrželo.

Poslanci EP dnes schválili hlavní zásady, jež by měly tvořit páteř nové rámcové dohody o spolupráci mezi Evropským parlamentem a Komisí v následujících letech. Předseda Komise Barroso přitom vyslyšel požadavky Parlamentu, jež odrážejí nové postavení, které této instituci zaručuje Lisabonská smlouva.

Celkový počet obětí této katastrofy přitom podle odhadů může vystoupat až na 200 tisíc osob.

Since then, it has continued as a "caretaker" Commission which must only fulfil its public service duty without making any new political or legislative initiatives. The European Parliament's role has been to monitor the Commission to make sure it acts in principle only as a caretaker.

Evropský parlament je připravený na rozšíření svých pravomocí, které přináší Lisabonská smlouva. Poslanci EP přijali ve středu na plenárním zasedání reformu vnitřních pravidel EP, jejímž cílem je zohlednit nástup dalších 18 poslanců, rozšíření legislativních pravomocí a nový postup přijímání rozpočtu. Tato reforma zajistí EP stejné postavení, jako mají vlády států EU.

Parliament has rejected a request to defend the immunity of Tobias Pflüger, a German former MEP who was sentenced to a fine on 2 March 2009 for insulting behaviour towards two police officers. On 15 April the state prosecutor applied to have the original sentence quashed and the punishment increased but on 21 July a Munich court (the Landgericht), as the court of last instance, halted the proceedings after a payment was made.

The EU's 2010 budget was agreed by conciliation delegations from Parliament and the Council on Wednesday evening. They found funding for the EU economic recovery plan and of the closure of the Bulgarian Kozlodoy nuclear plant and agreed on emergency aid to milk producers. Payments will be €122.937 billion, splitting the difference between the two sides' initial proposals.

Plenární shromáždění dnes v poledne poměrem hlasů 424:94:30 přijalo zprávu o Evropské službě pro vnější činnost (EEAS), kterou vypracoval Elmar Brok (EPP, DE). Tento útvar, jehož úkolem bude asistovat vysokému představiteli pro zahraniční věci, by měl být zřízen na základě Lisabonské smlouvy a jeho chod by měli společně zajišťovat úředníci z Komise, Rady a členských států.

Prvních 30 minut přitom Barroso odpovídal na dotazy předsedů politických skupin, kteří se jej mohli zeptat na jakékoli téma. Ve zbývajícím čase pak dostali prostor i ostatní poslanci v pořadí, v jakém se přihlásili do diskuze. Jejich dotaz se však musel týkat finanční krize.

Parliament voted on Tuesday to preserve the parliamentary immunity of Polish MEP Marek Siwiec through a resolution which argues that "the charges against Mr Siwiec have been brought by a political opponent, with the principal aim of undermining his activity as MEP".

The EP Constitutional Affairs Committee called on Monday for the planned EU diplomatic service to be part of the Commission structure and be funded from the EU budget. This set-up would make the service subject to democratic scrutiny by the European Parliament.

Předseda Evropského parlamentu Jerzy Buzek dnes v úvodu říjnového plenárního zasedání ve Štrasburku připomněl, že polský prezident Kaczyński před deseti dny připojil svůj podpis pod Lisabonskou smlouvu, čímž se EU ocitla již jen krok od dokončení jejího ratifikačního procesu. Zároveň vyjádřil naději, že brzy bude také nalezeno řešení pro Českou republiku.

If the EU is to wield its diplomatic clout effectively and democratically, Parliament needs to decide its position on the creation of the planned European external action service as soon as possible, Members of the EP Constitutional Affairs Committee agreed on Tuesday. MEPs, who are mindful that the Commission and Council are already working on arrangements for the service, are keen for it to be a part of the Commission structure and thus subject to democratic scrutiny by Parliament.

Belgický kosmonaut Evropské vesmírné agentury, Frank de Winne, dnes vyzval z vesmíru evropské občany, aby přišli odevzdat svůj hlas v evropských volbách, které se budou konat ve dnech 4.–7. června. Šestiměsíční mise na Mezinárodní vesmírné stanici (ISS) je podle evropského kosmonauta důkazem toho, „čeho mohou Evropané dosáhnout, pokud pracují spolu”. „Odsud Evropa vypadá jednotná”, dodal. Tento historicky první vzkaz z vesmíru je společnou iniciativou EP, ESA a samotného Franka de Winne.

Poslanci EP dnes jednali s předsedou Komise José Manuelem Barroso a Alexandrem Vondrou, který zastupoval Evropskou radu, o přípravách na jarní zasedání Evropské rady. To bude zaměřeno na tři klíčová témata: hospodářská krize, energetická bezpečnost a klimatické změny. Většina poslanců se shodla na tom, že pro řešení hospodářské krize je klíčová solidarita mezi členskými státy a že je třeba vyhnout se protekcionismu. EP přijal soubor zpráv a usnesení týkajících se hospodářské krize.

Předseda EP dnes v 17.00 zahájil letošní čtvrté plenární zasedání ve Štrasburku. V jeho úvodu učinil dvě prohlášení. První se týkalo útoku na vojenskou základnu v blízkosti severoirského Belfastu, k němuž došlo v soboru ve večerních hodinách a při němž byli zabiti dva britští vojáci. Druhé prohlášení souviselo s včerejším Mezinárodním dnem žen. Předseda v této souvislosti zdůraznil nutnost posilovat účast žen na rozhodovacím procesu, a to jak na národní, tak i na evropské úrovni.

Lisabonská smlouva by prohloubila „demokratický deficit” Unie, uvedl český prezident Václav Klaus v dnešním projevu v Evropském parlamentu, a ze stejného důvodu zpochybnil i úlohu samotného Parlamentu. Předseda EP v odpovědi označil návštěvu Václava Klause za „vyjádření různorodosti názorů v Evropě”. V „Parlamentu minulosti byste nemohl takový projev přednést”, zdůraznil. „Bez EP by Evropa byla v rukou byrokratů”, dodal předseda za potlesku většiny poslanců.

Evropský parlament dnes poměrem hlasů 561:8:14 vyhověl žádosti Výboru pro právní záležitosti a zbavil Miroslava Ransdorfa poslanecké imunity. Doporučení výboru vycházelo ze žádosti, kterou zaslal Evropskému parlamentu příslušný orgán České republiky v červenci 2008 a jež vychází z důvodného podezření z porušení zákona o provozu na pozemních komunikacích a ze spáchání trestného činu ublížení na zdraví.

In July 1995, the Bosnian town of Srebrenica fell into the hands of Serbian militias leading to "several days of carnage". In a resolution adopted by 556 votes to 9 with 22 abstentions, the European Parliament calls on the Council and Commission to commemorate appropriately the anniversary of the Srebrenica-Potočari act of genocide by supporting the European Parliament's recognition of 11 July as the day of commemoration throughout the EU.
