MEPs in Kyiv: Ukraine's election meets most international commitments
A delegation of eight MEPs confirmed on Monday that both rounds of presidential election in Ukraine met most of the country's international commitments. They were in Ukraine from 5 to 8 February to observe the second round of Ukrainian presidential elections on 7 February.

Parliament gives a positive overall assessment of last year's efforts by Croatia and the Former Yugoslav Republic of Macedonia to qualify for EU membership, but also underlines that Turkey has made only limited progress towards meeting the "Copenhagen" EU eligibility criteria, in resolutions approved by the Foreign Affairs Committee on Wednesday.

Democratic standards and mechanisms have made a great step forward and have stabilised democracy in Ukraine, according to MEPs who observed Sunday's election in Ukraine. The voting process was well organised and no serious irregularity was noted, they said, despite some problems which will need to be addressed in the future.

Massacres and crimes against humanity in the Democratic Republic of the Congo (DRC) are deplored in the "strongest possible terms" in a resolution approved by Parliament on Thursday. MEPs have given their backing to the Council's recent decision to prolong sanctions against certain Belarusian officials whilst suspending the application of travel restrictions until October 2010. Parliament set up its Election Observation Group for the 7th legislature on Wednesday. The group, of 13 MEPs, will be co-chaired by Foreign Affairs Committee Chair Gabriele Albertini (EPP, IT), and Development Committee Chair Eva Joly (Greens/EFA, FR). Its first assignment will be to observe the January 2010 presidential elections in Ukraine.

Higher tides, storm surges and warmer seawater could threaten the very existence of the people of Tuvalu, by destroying their land, crops and marine ecosystems, its Prime Minister Apisai Ielemia told the Development Committee on Thursday. He called on the Copenhagen climate change conference to deliver immediate global action to reduce CO2 emissions, so as keep the temperature increase within 1.5 degrees Celsius of pre-industrial levels.

The principle of "differentiated responsibility" for reducing greenhouse gas emissions should be ratified by the Copenhagen Climate Change Conference, says a resolution adopted by the Joint Parliamentary Assembly of African, Caribbean and Pacific (ACP) MPs and Members of the European Parliament in Luanda (Angola) on Thursday. The JPA also condemned a coup d'état in Madagascar and debated the institutional crisis in Niger.

Turkey's progress this year on the path to EU accession was debated by its EU affairs minister and chief negotiator Egemen Bağış and Foreign Affairs Committee MEPs on 2 December. His visit coincided with the committee's first discussion of a draft report on Turkey by Ria Oomen-Ruijten (EPP, NL).

În cadrul unei întâlniri cu Membrii Comisiei pentru afaceri externe, ea a afirmat că va contribui la "impunerea" Europei din punct de vedere politic. Baroneasa Ashton va fi audiată de către Parlament în ianuarie deoarece numirea sa, împreună cu viitoarea Comisie Europeană, necesită aprobarea Parlamentului European.

Parliament gave its backing on Tuesday for €400 million-plus in budget aid to Serbia, Bosnia and Herzegovina, Armenia and Georgia. The funds are to help these countries to finance their external balances of payments and state budget deficits.

Current and potential candidate countries must continue reforming to stay on track for eventual EU membership. EU anti-piracy escorts off Somalia have sunk ships, destroyed weapons, intercepted vessels and thwarted direct attacks. No escorted ship has been successfully attacked by pirates, but vessels should register before crossing the Gulf of Aden, EU Naval Force Commander Rear Admiral Peter D. Hudson told MEPs on Monday. MEPs called for more effective protection for European fishing vessels.

Reciprocity is the recipe for progress on contentious EU-US civil liberties issues such as data protection and visa waiver, MEPs told US Secretary of Homeland Security Janet Napolitano at an extraordinary meeting on Friday. On the Guantanamo Bay detention facility, Ms Napolitano said "Our belief is that Guantanamo has been used more as a recruitment tool than anything else".

"The basic groundwork is there for Serbia to submit its official application for EU membership. We hope to do so by the end of this year", Serbian foreign minister Vuk Jeremic told members of the EP Foreign Affairs Committee this Thursday. However, he would not back a call by MEPs for the Serbian government to encourage Serbian Kosovars to take part in upcoming local elections in Kosovo.

Several MEPs voiced support on Thursday for a proposal made the previous day by Enlargement Commissioner Olli Rehn for EU membership negotiations to be launched with the former Yugoslav republic of Macedonia. The financial crisis is turning into a human one, pushing a further 90 million people into extreme poverty in 2009 alone, warned MEPs on Thursday. The funds pledged are too little, and will arrive too slowly to make the difference that developing countries need. MEPs call for more innovative funding and better worldwide regulation to prevent a further financial crisis.

The EU's special representative in Afghanistan, Ettore Francesco Sequi, called for EUPOL, the EU police mission in Afghanistan, to be strengthened, when he addressed Members of the EP Foreign Affairs Committee on Tuesday. MEPs questioned him about the country's internal security and the ballot fraud that tarnished the elections held on 20 August this year.

Twenty-two of the EP's forty delegations, through which MEPs conduct regular dialogues with national and regional parliaments of non-EU countries, elected their chairs and vice-chairs in Brussels on Tuesday and Wednesday. În raportul Parlamentului European, adoptat cu o largă majoritate (500 voturi pentru, 46 împotrivă şi 14 abţineri), se subliniază necesitatea măririi pachetului financiar IEVP, pentru a permite PEV să îşi atingă obiectivele din ce în ce mai ambiţioase şi să sprijine noile sale iniţiative regionale. În plus, se solicită menţinerea echilibrului repartiţiei geografice a ajutorului financiar european între ţările mediteraneene şi ţările din estul Europei.

MEPs and experts debated the future of relations with Russia and its influence over its closest neighbours at a Foreign Affairs Committee hearing at the European Parliament on Thursday. They questioned Moscow's reliability as a partner at a time when the EU is negotiating the renewal of its framework agreement with Russia.

The EU and China are becoming more interdependent, says European Parliament in a report adopted by MEPs, which means that EU-China relations require greater co-ordination among the Member States and with the Commission. Noting an imbalance in bilateral trade between the two partners - notably through China's inobservance of sustainable development, environmental limits and WTO rules - MEPs call on China to meet its obligations and on the EU to provide assistance and promote co-operation.

Whether countries of Africa, the Caribbean and the Pacific sign Economic Partnership Agreements with the EU or not, they should not be worse off than under the current system of preferences, says a report adopted by MEPs. Flanking measures in the form of aid for trade should be used to help the ACP countries, for example, to offset any loss of customs revenue, so says the adopted report put forward by the EPP-ED and UEN groups and replaces the original report from the Development Committee.

More than half of EU citizens and nearly 1.5 billion people worldwide have access to the Internet. Yet, despite the fact that one out of three EU citizens conducts online purchases, only 30 million carry out cross-border shopping in the EU. In view of this, MEPs are demanding increased Internet security, simplified rules and specific measures for SMEs in a report adopted in Strasbourg with 562 votes in favour, 9 against and 10 abstentions.

SMEs account for 99% of the total number of businesses in the European Union, and create 75 million jobs, yet their international performance is "structurally weak". So says the European Parliament in a report which urges the Commission and Member States to enable EU SMEs to develop in a harmonious manner, gain access to new markets and to expand their export activities and internationalisation. The report was adopted with 437 votes in favour, 77 against and 69 abstentions.

To ban trade in seal products, as proposed by the Commission, would be inappropriate, said Parliament's rapporteur on the proposal Diana Wallis (ALDE, UK) at a public hearing on Wednesday. Bilateral issues in the Balkans should neither obstruct Croatia or FYROM's progress towards joining the EU nor take precedence over EU integration, says the Foreign Affairs Committee in two resolutions, adopted Wednesday, on Commission progress reports. The committee also adopted a resolution welcoming the Serbian government's agreement to the deployment of an EU Rule of Law mission in Kosovo.

In a resolution that seeks to restore peace and stability in the Horn of Africa, MEPs demand the reinforcement of the peacekeeping mission in Somalia and the deployment of a UN stabilisation force in Darfur to join forces with the African Union troops already deployed in the region. MEPs also highlight the unresolved border conflict between Ethiopia and Eritrea and between Eritrea and Djibouti, and demand that human rights and freedom of the press be observed in these countries.

În urma dezbaterii din 14 ianuarie 2009, Parlamentul European a adoptat o rezoluţie cu privire la situaţia din Fâşia Gaza. Membrii Parlamentului European solicită o încetare a focului imediată, care ar trebui să includă oprirea atacurilor cu rachetă ale Hamas asupra Israelului, precum şi stoparea acţiunii militare a Israelului în Gaza. Rezoluţia solicită negocierea unui armistiţiu garantat prin prezenţa unor forţe multinaţionale. De menţionat că rezoluţia a fost adoptată în mod unanim.

The political integration of the Western Balkans into the EU can only take place if there is "better, more intensive regional and international economic co-operation", says the European Parliament. In a report drafted by Bastiaan BELDER (IND/DEM, NL), the House states that the EU "must show genuine commitment to the Western Balkans" if its pledge to enable these countries to accede to the EU on schedule is to be fulfilled.

Representatives of the Russian and Ukrainian gas companies Gazprom and Naftogaz discussed solutions to the ongoing energy crisis at the European Parliament on Thursday. Speaking before the EP Foreign Affairs Committee, Oleh Dubyna, head of Naftogaz, denied that his company was siphoning off gas intended for the European market. For his part, the head of Gazprom, Alexei Miller, who could not take attend the committee meeting, had talks with the President of Parliament.

The President of the European Parliament, Hans-Gert Pöttering, informed this Thursday the Conference of Presidents (political group chairs) of his contacts in connection with the situation in the Middle East and called for an immediate end to the violence, from which the civilian population is suffering most.
