The situation in the Middle East and the impact of the world financial crisis on the Mediterranean region will be the main points for debate at the fifth plenary session of the Euro-Mediterranean Parliamentary Assembly (EMPA) taking place from 15 to 17 March at the European Parliament in Brussels, beginning with a meeting of the Bureau on Sunday.

Following the plenary session, Abdel Hadi Al-Majali, Speaker of the Jordanian Parliament, will take the reins of EMPA for a year (until March 2010), succeeding Hans-Gert Pöttering, President of the European Parliament and current president of EMPA.

EMPA may also decide to welcome, as new members of the Assembly, Albania, Mauritania and Monaco, which are also members of the Union for the Mediterranean.
 
EMPA brings together 260 parliamentarians. Of these, 130 represent the European Union (49 Members of the EP and 81 Members appointed by the national parliaments of the EU's 27 Member States) and 130 represent the national parliaments of the Mediterranean partner countries which are not members of the EU: Algeria, Egypt, Jordan, Israel, Lebanon, Morocco, the Palestinian Authority, Syria, Tunisia and Turkey.

War remnants and the pollution of the sea

The EP Subcommittee on Security and Defence is holding a workshop on pollution of the sea by wartime debris. One participant will be John Hart, of the Stockholm International Peace Research Institute (SIPRI), Chemical and Biological Warfare (CBW) Project, who will present a study called "An Introduction to the Political and Technical Challenges Posed by Sea-dumped Chemical and Conventional Weapons: The Case of the Baltic Sea".


Speakers also include Jeffrey Osborne (Verification Division, Organisation for the Prohibition of Chemical Weapons (OPCW), The Hague) and Marc Koch (Evonik New Energies, Saarbrücken).

Conference on the European Patent System

European intellectual property rights and patents policy will take centre stage at a conference organised by Parliament's scientific research panel STOA. MEPs, experts and industry stakeholders will discuss issues such as creating a Community Patent, enforcing patents via an EU Patent Litigation System, reducing the backlog of patents, and the use of existing patents.


A round table discussion from 17:00 to 18:30 will assess the possibility of establishing a standing committee on intellectual property rights within the European Parliament.

- Guus Broesterhuizen, President of the Netherlands Patent Office

- Josef Kratochvil, Vice-President of the Czech Industrial Property Office
