Parliament refused to approve the Council of Ministers' 2011 accounts in a vote on Wednesday, citing a lack of cooperation. Other EU institutions and agencies were granted budget management discharges (approval) for 2011. Parliament also recommended moving the EU Police College from the UK to the Netherlands.

Parlamentin jäsenet hylkäsivät tiistain äänestyksessä ehdotuksen päästöoikeuksien osittaisesta jäädyttämisestä, minkä tarkoitus on nostaa päästöoikeuden hintaa ja siten vähentää hiilidioksidipäästöjä. Meppien enemmistön mielestä tarjontaan puuttuminen söisi päästökauppajärjestelmän uskottavuutta. Toisessa erillisessä äänestyksessä jäsenet hyväksyivät ehdotuksen, jolla mannertenväliset lennot jätetään tilapäisesti päästökauppajärjestelmän ulkopuolelle.

Parlamentti tuki tiistain äänestyksessä suunnitelmaa avata EU:n suurimpien lentokenttien maahuolintapalvelut lisäkilpailulle lisäämällä palveluja tarjoavien yritysten määrää. Taatakseen palveluiden tehokkuuden ja estääkseen työntekijöiden oikeuksien polkemisen parlamentin jäsenet lisäsivät komission ehdotukseen vähimmäislaatuvaatimuksia ja henkilöstön siirtoa koskevia ehtoja.

MEPs voted on Tuesday to adopt a ban on discarding unwanted fish of 35 species caught in the Skagerrak (between the North Sea and the Baltic). The ban, to take effect gradually between 2014 and 2016, would be enforced with a remote electronic monitoring system.

The 2014 European Parliament elections should be held from 22 to 25 May, instead of 5-8 June, says a draft decision backed with an overwhelming majority by the Constitutional Affairs Committee on Monday. This will give the new Parliament more time to prepare for the election of the European Commission President in July 2014.

The EU Capital Requirements Regulation (CRR) and Directive (CRD) aim to stabilise and strengthen the banking system by making banks set aside more and higher quality capital as a cushion against crises. The new rules should also foster a convergence of supervisory practices across the EU. Banks that are better able to withstand future crises should be more capable of financing investment and growth.

The democratic reforms underway in the south and east of the Mediterranean must be carried out by strong parliaments equipped with adequate human resources and infrastructure, said members of the 9th Parliamentary Assembly of the Union for the Mediterranean, held in Brussels on 11 and 12 April 2013. They also called for better representation of women in elected institutions.
