Plenary session in Strasbourg

Hollande and Merkel. Twenty-five years after Germany’s reunification, President Francois Hollande of France and German Chancellor Angela Merkel will pay a historic joint visit to Parliament on Wednesday. In a debate chaired by EP President Martin Schulz, they will address the plenary at 15.00 and discuss the current situation in the European Union, and the way forward on migration and economic policies, with Parliament's political group leaders. King Felipe of Spain. The Spanish monarch will address Parliament in a formal sitting on Wednesday at noon. King Felipe will speak for the first time to the assembly, following his working visit earlier this year. His father King Juan Carlos appeared twice before Parliament, in 1986 and 1989. (Wednesday)


Volkswagen. Car industry manipulation of exhaust emission tests and its consequences, as well as lessons to be drawn from the recent Volkswagen scandal, are up for debate with Commissioner Elżbieta Bieńkowska on Tuesday, at 15.00. Parliament has repeatedly urged the Commission to tighten up test protocols in order to reflect real-life emissions of cars.

Refugee crisis. Measures to deal with the unprecedented refugee crisis, as agreed by heads of state or government at an informal EU summit on 23 September, will be debated with European Council President Donald Tusk and Commission President Jean-Claude Juncker on Tuesday at 9.00, followed by a debate on the humanitarian situation of refugees within the EU and in neighbouring countries.

Payment services. Updated rules on payment services, agreed informally by MEPs and ministers in May, will be put to a vote. They aim to keep pace with innovation and make mobile and online payment methods safer, cheaper and more attractive to both consumers and businesses. (debate Wednesday, vote Thursday)

Foreign Affairs. MEPs will quiz EU foreign policy chief Federica Mogherini on Wednesday morning on how the EU can contribute to efforts to end the civil war in Syria and on the changing situation in Turkey ahead of the November general election, with a view to the ongoing refugee crisis in the Mediterranean. The House will also discuss plans for a national unity government in Libya with Ms Mogherini on Tuesday afternoon.


President's diary. On Monday, Parliament’s President Martin Schulz will meet Turkey’s President Tayyip Erdoğan. On Tuesday, he will chair the plenary session, in the presence of European Council President Donald Tusk, and meet Rachid Talbi Alami, President of the House of Representatives of Morocco. On Wednesday, he will meet His Majesty the King of Spain, President of France François Hollande and Chancellor of Germany Angela Merkel. On Saturday, he will attend a ceremony in which he will be awarded honorary citizenship of Monforte d’Alba (Italy).
