Parliament will look into the state of the rule of law and democracy in Poland on Wednesday at 9.00 and vote on a resolution later in the afternoon.

EU Commission First Vice-President Frans Timmermans and Estonian Deputy Minister for EU Affairs, Matti Maasikas, on behalf of the Council Presidency, will take the floor in the debate.

The plenary is expected to start the process to launch an “Article 7 procedure” regarding Poland. The Civil Liberties Committee (LIBE) would then need to draw up a “reasoned proposal”, the document required to call on the Council to trigger the rule of law mechanism over a “clear risk of a serious breach” of the European values by the Polish authorities. This mechanism is defined in Article 7.1 of the Treaty. The procedure may result in Poland having certain rights suspended.

Debate: Wednesday, 15 November - 09.00
