Development MEPs urged EU member countries to respect their Official Development Assistance (ODA) target of 0.7% of national income and to set timetables for reaching it by 2020. It also highlighted the need to mobilise domestic resources efficiently in developing countries and stressed the importance of private-sector contributions in a resolution on financing development adopted on Monday. A negotiating brief on the “Juncker” plan for a European Fund for Strategic Investments (EFSI) to guarantee growth and job-creating investment was backed by the Budgets and Economic and Monetary Affairs committees on Monday evening. But MEPs contested plans to feed the fund from the EU research and transport investment budgets, and called for more parliamentary control over its leadership and goals. Plans to improve and broaden the use of a simplified procedure for low-value cross-border claims to recover money from abroad, so as to cut costs and paperwork for both consumers and businesses, were backed by the legal affairs committee on Thursday. Armenia and Turkey should use the centenary of the Armenian genocide to renew diplomatic relations, open the border and pave the way for economic integration, says the European Parliament in a resolution voted on Wednesday. MEPs stress the need for Turkey to recognise the Armenian genocide, so as to pave way for “genuine reconciliation”. Parliament agreed to changes to ceilings in the EU’s Multiannual Financial Framework for 2014-2020 on Wednesday, to help fund 300 state-managed programmes, in all EU member states, that started too late to qualify for EU funding in 2014. These changes would allow €21.1 billion in unused commitment appropriations to be carried over from 2014 to 2015-17. Parliament called for more efforts to end discrimination, hate crime and hate speech against Roma people and for 2 August to be recognised as Roma Holocaust Memorial Day, to commemorate the Roma genocide in World War II, in a resolution passed on Wednesday. MEPs held a minute's silence for migrants drowned in Mediterranean and victims of the Al Shabab attack in Kenya at the start of the session. President Schulz called for international efforts to ease the plight of refugees in Yarmouk (Read more: Opening of April session in Brussels )

 

The EU and its member states must invest more effort and money in promoting healthy eating and the consumption of local foodstuffs amongst children, said the agriculture committee said on Tuesday when it amended draft rules on schemes to provide fruit, vegetables and milk in schools. Suggested measures to improve patient safety, inter alia by tackling growing resistance to human and veterinary antibiotics by using existing treatments more responsibly and promoting innovation, are set out in a Health Committee resolution voted on Tuesday. MEPs note that between 8 and 12% of patients admitted to hospitals in the EU suffer adverse events such as healthcare-related infections, which place a heavy burden on limited health service budgets. The European Commission’s economic decision-making needs to become more neutral, MEPs said in an Economic and Monetary Affairs Committee debate with Commission Vice-President for the euro Valdis Dombrovskis and Economic and Financial affairs Commissioner Pierre Moscovici on Tuesday. MEPs also voiced concern about the low implementation of the Commission’s country-specific recommendations and asked what it would do about high current account surpluses in Germany and other exporting countries.
