EU countries would have to reduce the use of the commonest and most polluting plastic carrier bags, under draft rules informally agreed between MEPs and the Italian Presidency of the Council on Monday and confirmed by the member states’ permanent representatives on Friday. Plastic carrier bag litter is a major environmental problem, as it is known to pollute bodies of water and aquatic eco-systems in particular. (Read more: Reducing use of plastic bags: MEPs strike deal with Council Presidency )

Pope Francis will pay an official visit to the European Parliament in Strasbourg on Tuesday 25 November. He will deliver a formal address to the Members in in the Chamber. (Read more: Pope Francis to pay official visit to the European Parliament )

The EU should provide aid worth €2.35 million to help find or create new jobs for workers made redundant by shipbuilders STX Finland Oy and the GAD abattoir in France, the Budgets Committee recommended on Thursday. The European Globalisation Adjustment Fund (EGF) aid still has to be approved by Parliament as a whole and the Council of Ministers. (Read more: EU job-search aid for former workers at Finnish shipyard and French abattoir )

Parliament wants to reduce the growing pile of unpaid bills, while Council’s proposal, revealed on the very last day of the budget talks, only aggravates the payment crisis, said Budgets Committee MEPs after conciliation talks between member states and the Parliament broke down on Monday night. The Commission will now present a new draft budget. (Read more: Unpaid bills sink EU budget talks )

The European Central Bank will take unconventional monetary measures if the economic situation in the euro area requires them, ECB President Mario Draghi reiterated to economic and monetary affairs MEPs on Monday. As the Banking Union takes shape, risks could migrate from banks to the non-banking sector, he warned. Also, speaking as chair of the Systemic Risk Board, he added that there is "a vast scope for more coordination of sanctions against banks between the US and Europe". (Read more: “No time for complacency”, Draghi tells economic and monetary affairs MEPs )

The EU should come up with a detailed action plan to combat the spread of the Ebola virus, Development Committee MEPs told Humanitarian Aid Commissioner Christos Stylianides on Monday, after he briefed them on his four-day trip to the affected countries. MEPs highlighted the need to invest in these countries' health systems and not to reduce the EU humanitarian aid budget. (Read more: Ebola crisis needs EU action plan with concrete measures, say development MEPs )

The European Parliament should grant its consent to the EU-Georgia Association Agreement in December, the Foreign Affairs Committee said in a vote on Monday. The deal, signed on 27 June 2014, aims to establish deep political association and economic integration between the EU and Georgia, leading to the progressive opening up of their markets. It includes a Deep and Comprehensive Free Trade Agreement. (Read more: EP should consent to EU-Georgia association deal, says Foreign Affairs Committee )

Foreign Affairs Committee MEPs will meet Ukraine’s foreign minister Pavlo Klimkin at 15.00 in Brussels today to discuss developments in Ukraine following the recent legislative elections there and amidst the lasting crisis in the east of the country. The meeting takes place in room József Antall 2Q2. (Read more: MEPs to debate situation in Ukraine with foreign minister Pavlo Klimkin today )

The European Parliament deplores the fact that, almost at the end of the 21-day conciliation period, the Council is still ignoring the urgent need to deliver a budget for the EU and is instead completely preoccupied with its own disputes over the member states’ GNI contributions for 2014. Parliament will give the Council extra time to come up with its stance and will resume talks on deadline day on Monday 17 November. (Read more: Parliament gives Council extra time to sort out its position on the EU budget )

Workers at fashion retailer Sprider Stores in Greece and at jewellery maker Andersen Ireland Limited in Ireland are to receive EU aid worth €8.8 million to help find or create new jobs. The European Globalisation Adjustment Fund (EGF) aid applications, already accepted by the Council of Ministers, were approved by Parliament on Wednesday. (Read more: EP approves EU aid for former workers at Greek retailer and Irish jeweller )
