The session opened with a minute’s silence for victims of the Nepal earthquake on 25 April and migrants drowned in the Mediterranean on 20 April. Negotiators of the European Parliament and the Council opened negotiations on the European Fund for Strategic Investments (EFSI) on Wednesday. (Read more: Parliament, Council start negotiations on investment fund )

 

Carbon monoxide can kill, so gas ovens should be professionally installed and maintained. But oven gloves need not be subject to EU safety rules unless they are labelled “protective”, said Internal Market Committee MEPs voting on draft EU rules on Thursday. Annual and multi-annual programming and the revision of the 2003 Inter-institutional agreement on "Better Law making", which aims to simplify and improve the regulatory environment, will be discussed by the Conference of Presidents (EP President and political group leaders) and Commission Vice-President Frans Timmermans on Thursday at around 11.00. Development MEPs urged EU member countries to respect their Official Development Assistance (ODA) target of 0.7% of national income and to set timetables for reaching it by 2020. It also highlighted the need to mobilise domestic resources efficiently in developing countries and stressed the importance of private-sector contributions in a resolution on financing development adopted on Monday. A negotiating brief on the “Juncker” plan for a European Fund for Strategic Investments (EFSI) to guarantee growth and job-creating investment was backed by the Budgets and Economic and Monetary Affairs committees on Monday evening. But MEPs contested plans to feed the fund from the EU research and transport investment budgets, and called for more parliamentary control over its leadership and goals. Plans to improve and broaden the use of a simplified procedure for low-value cross-border claims to recover money from abroad, so as to cut costs and paperwork for both consumers and businesses, were backed by the legal affairs committee on Thursday. Armenia and Turkey should use the centenary of the Armenian genocide to renew diplomatic relations, open the border and pave the way for economic integration, says the European Parliament in a resolution voted on Wednesday. MEPs stress the need for Turkey to recognise the Armenian genocide, so as to pave way for “genuine reconciliation”. They also commend the statement by Pope Francis on 12 April honouring the centenary of the genocide. (Read more: Armenian genocide centenary: MEPs urge Turkey and Armenia to normalize relations )

 

Parliament agreed to changes to ceilings in the EU’s Multiannual Financial Framework for 2014-2020 on Wednesday, to help fund 300 state-managed programmes, in all EU member states, that started too late to qualify for EU funding in 2014. These changes would allow €21.1 billion in unused commitment appropriations to be carried over from 2014 to 2015-17. Parliament called for more efforts to end discrimination, hate crime and hate speech against Roma people and for 2 August to be recognised as Roma Holocaust Memorial Day, to commemorate the Roma genocide in World War II, in a resolution passed on Wednesday.
