EU countries need to act more like owners of economic policy reform pledges they themselves signed up to, MEPs stress in a report adopted on Wednesday. Given that only 10% of the European Commission's country-specific reform recommendations (CSRs) for 2013 were implemented in full and that little or no progress was made on 45% of them, MEPs believe "there is an inconsistency between European commitment and national implementation of the CSRs by member states". European Union member states must back their political pledges with money to revive growth, create jobs, encourage research and development, and enable the EU to do its foreign policy job, said MEPs as they reversed the Council's cuts in the draft EU budget for 2015 on Wednesday. An agreement on additional funds for 2014 is a prerequisite for Parliament to do a deal on next year's budget with Council, MEPs added. MEPs approved the new college of 27 Commissioners, as presented by its President-elect Jean-Claude Juncker on Wednesday morning, with 423 votes in favour, 209 against and 67 abstentions. The new Commission now needs to be formally appointed by EU heads of state or government to enable it to take up duty on 1 November for a five-year term. Renewed fierce fighting in the besieged Syrian city of Kobane, the wider threat posed by the advance of the so-called Islamic State (ISIS), and growing concern that Europeans returning home after fighting for ISIS pose a threat to the EU’s internal security will be debated on Wednesday afternoon with Italian Undersecretary of State at the Ministry of Foreign Affairs Mr Della Vedova. MEPs decide today whether to approve the new European Commission led by Jean-Claude Juncker. In a debate before the vote, they can also say what they think about Juncker’s plans as Commission president for the next five years. As part of European Commission election process, all candidate commissioners were questioned by MEPs to assess if they were fit for the job. Now the Parliament has the final say. After reviewing the last two hearings of commissioners-designate held the day before in Strasbourg, the Conference of Presidents, the group leaders, unanimously declared the hearings process closed. (Read more: Hearings of candidate commissioners closed; vote on new Commission tomorrow )

 

Denis Mukwege is the laureate of the Sakharov Prize for Freedom of Thought 2014, following today's decision by EP President Martin Schulz and the political group leaders. Mr Giovanni Buttarelli was voted top candidate for the post of European Data Protection Supervisor by the Civil Liberties Committee on Tuesday after three and a half hours of hearings on Monday evening. Top candidate for Assistant Supervisor is Mr Wojciech Wiewiorowski. The appointments still need to be agreed with the Council of Ministers. After two mandates and 10 years as the head of the European Commission, José Manuel Barroso is ready to pass the torch on to Jean- Claude Juncker. We talked to the European Commission President just after his speech in plenary on Tuesday 21 October, in which he looked back at his second term. Barroso said that the crisis wasn't caused by the EU but by financial markets acting irresponsibly and some countries spending excessively. Concerns about perceived threats to democracy, the rule of law and fundamental rights in Hungary were raised by MEPs in a debate with the Italian Presidency of the Council, represented by Benedetto Della Vedova, and Commissioner Martine Reicherts on Tuesday. Hungarian laws and practices having an overall impact on pluralism, freedom of speech, media freedom and civil society were some of the issues discussed during the debate.
