O Parlamento Europeu está reunido em sessão plenária

 

Há cerca de um século a Europa estava prestes a entrar num dos conflitos mais sangrentos da sua história, um conflito mudaria o seu mapa para sempre: a I Guerra Mundial. Durante um debate realizado a 16 de abril sobre o centenário da Grande Guerra, os eurodeputados alertaram que a paz e a estabilidade nunca devem ser dadas por garantidas. Pediram ainda mais integração e sublinharam a importância do combate ao nacionalismo para assegurar a paz, estabilidade e segurança na Europa. A biodiversidade na Europa enfrenta diversas ameaças e as espécies de plantas e animais importadas de outras partes do continente ou do mundo são uma delas. “As espécies exóticas invasoras são a segunda maior ameaça à biodiversidade, logo após à perda contínua de habitats e são responsáveis pela extinção de espécies” explicou o relator Pavel Poc. O Parlamento aprovou, a 16 de abril, novas regras para gerir e prevenir a introdução e a propagação de espécies exóticas invasoras na Europa. O Parlamento Europeu aprovou hoje a reforma do Fundo de Solidariedade da União Europeia (FSUE), que presta apoio financeiro aos países europeus afetados por catástrofes naturais. O novo regulamento permite que as autoridades nacionais acionem os apoios do FSUE com maior facilidade, fixa o limiar de prejuízos em 1% do PIB para as regiões ultraperiféricas e em 1,5% para as outras regiões e prevê pela primeira vez a possibilidade de serem feitos pagamentos adiantados. O novo Fundo Europeu da Pesca, que terá um orçamento de 6,5 mil milhões de euros até 2020, foi hoje aprovado pelo PE. Este fundo deverá ajudar os pescadores a cumprir a nova Política Comum das Pescas, incluindo a proibição das devoluções ao mar, através de investimentos em artes de pesca mais seletivas. Os países da UE com uma frota de pequena pesca costeira significativa, como Portugal, deverão implementar um Plano de Ação para o seu desenvolvimento, competitividade e sustentabilidade. Draft rules to simplify re-registering of car or motorbike when the owner moves to a new EU country were referred back to the Internal Market Committee on Wednesday for further discussion, because the Council of Ministers was not yet ready to close a deal on them. Os eurodeputados aprovaram hoje regras para salvaguardar os direitos dos trabalhadores destacados noutro país da UE e prevenir o dumping social. O texto clarifica o conceito de destacamento para evitar que empresas fictícias o utilizem para contornar a lei e prevê medidas de controlo para assegurar o cumprimento das regras. Anualmente, cerca de 1 milhão de cidadãos da UE são destacados para trabalhar temporariamente noutro Estado-Membro. Em 2011, mais de 50 mil eram originários de Portugal. Os Estados-Membros vão ter de tomar medidas para reduzir em pelo menos 80% o consumo de sacos de plástico leves até 2019, de acordo com alterações hoje aprovadas pelo Parlamento Europeu a uma proposta da Comissão. Em 2010, cada cidadão da UE utilizou em média 198 sacos de plástico, cerca de 90% dos quais eram leves. Estes sacos de plástico, com espessura inferior a 50 micrómetros, são mais propensos a criar lixo e a poluir o ambiente, em especial o meio marinho. The share of EU member states’ budget contributions that is based on gross national income (GNI) should be cut from 64% to 40% of total EU revenue and replaced by real “own resources”, says Parliament in three resolutions voted on Wednesday. Value-added tax based revenue, which today provides 11% of the EU budget, also needs drastic reform, it adds. (Read more: EU “own resources” should cut member states’ contributions to EU budget)

 

Measures to stop invasive alien species of plants animals or insects getting into the EU, or limit the ecological and economic damage caused by those that do, were backed by Parliament on Wednesday. The legislation bans species declared to be of “Union concern” and requires more and better-coordinated action by member states to tackle the threat.
