Plenary session, committee and political group week

 

Fishermen will have two years to “adapt” before sanctions for failing to comply with the new Common Fisheries Policy (CFP) discard ban take effect, under a tentative deal struck by Parliament and Council on Thursday, with European Commission help. The agreement amends the “omnibus” regulation setting out detailed arrangements for enforcing the ban. The roadmap to the 21st UN climate conference, in Paris (France) in December, was debated by MEPs, the Latvian Presidency and Commissioner Arias Cañete on Wednesday. The conference of parties (COP21) to the UN Convention on Climate Change aims to deliver a worldwide climate agreement to replace the Kyoto Protocol. EU-US negotiations on the TTIP free trade agreement are continuing. The deal which is expected to create new jobs and boost economies on both sides of the Atlantic touches upon sensitive issues, not least rules for the investor-state dispute settlement (ISDS). On 27 January the international trade and legal affairs committees held a joint public hearing to shed light on the issues at play. The Commission vice-president for growth and investment, Jyrki Katainen, called on Parliament on Wednesday to do its utmost to ensure the Juncker plan for strategic investment would be up and running by June. He stressed the importance of the plan's three pillars: the fund itself, the project pipeline and the completion of the internal market. The EU is at constant risk of energy supply disruption. Too much energy is wasted and 10% of households in the Union cannot afford proper heating, the Commission vice-president for energy union told Parliament's energy and environment committees this week. Maroš Šefčovič was presenting his vision for an energy union to tackle these and other challenges, and also listened to the priorities and concerns of MEPs. An inter-parliamentary seminar on energy security will be held in Turkey next month. (Read more: United by energy concerns )

 

Anti-terrorism measures, including the EU Passenger Name Record (PNR) proposal, the role of EU police agency Europol, improving information exchange, preventing radicalisation and the upcoming European Agenda on Security, were addressed in a debate with home affairs Commissioner Dimitris Avramopoulos on Wednesday. A resolution is to be put to a vote at the 9-12 February plenary session, ahead of the 12 February European Council dedicated to anti-terrorism measures. MEPs discuss the roadmap towards a new international climate agreement with Council and Commission representatives today Wednesday. Member states need to negotiate a new agreement as the Kyoto Protocol runs out in 2020. During the UN climate talks in Lima before Christmas NGOs, experts and politicians started preparations on a new agreement to be finalised in Paris this coming December. The recent attacks in Paris have led member states and EU institutions to re-evaluate their security policy and propose new initiatives to step up the fight against terrorism. “The EU has to make existing data protection rights more effective in practice, and to allow citizens to more easily exercise their rights at a time when we all run our entire lives with our smartphones”, says Giovanni Buttarelli, newly appointed European Data Protection Supervisor. He is working to ensure the protection of personal data and privacy, and to promote good practice in the EU institutions and bodies. We talked to him ahead of Data Protection Day on 28 January. Speaking in Prague, on 27 January, to mark the 70th anniversary of the liberation of Auschwitz Parliament's president Martin Schulz said: "Too many allowed hatred to grow, too many turned a blind eye, too many stood silent. We must never allow this to happen again." Meanwhile in Brussels MEPs and members of the Belgian Jewish community gathered to observe a minute's silence in memory of the millions of victims of the Holocaust.
