Development MEPs urged EU member countries to respect their Official Development Assistance (ODA) target of 0.7% of national income and to set timetables for reaching it by 2020. It also highlighted the need to mobilise domestic resources efficiently in developing countries and stressed the importance of private-sector contributions in a resolution on financing development adopted on Monday. A negotiating brief on the “Juncker” plan for a European Fund for Strategic Investments (EFSI) to guarantee growth and job-creating investment was backed by the Budgets and Economic and Monetary Affairs committees on Monday evening. But MEPs contested plans to feed the fund from the EU research and transport investment budgets, and called for more parliamentary control over its leadership and goals. The Parliament’s budget and economic committees vote on 20 April on the establishment of the European Fund for Strategic Investments (EFSI), a key element of the EU’s €315 billion plan to overcome the shortage of investment in the European economy caused by the crisis. This ambitious initiative, launched by the European Commission led by Jean-Claude Juncker, should entail no extra financial burden for taxpayers. MEPs vote this week on the €315 billion investment plan to boost the EU economy and new rules to ensure safety equipment works as advertised. A new working group on robotics meets for the first time, while MEPs also discuss a proposal to urge the Swiss Government to respect its agreements on migration with the EU. Plans to improve and broaden the use of a simplified procedure for low-value cross-border claims to recover money from abroad, so as to cut costs and paperwork for both consumers and businesses, were backed by the legal affairs committee on Thursday. More than twenty million women, children and men are estimated to be victims of human trafficking worldwide. The Parliament's human rights subcommittee holds a hearing on Thursday 16 April to discuss what the EU can do to tackle the issue when dealing with other countries. Armenia and Turkey should use the centenary of the Armenian genocide to renew diplomatic relations, open the border and pave the way for economic integration, says the European Parliament in a resolution voted on Wednesday. MEPs stress the need for Turkey to recognise the Armenian genocide, so as to pave way for “genuine reconciliation”. Parliament agreed to changes to ceilings in the EU’s Multiannual Financial Framework for 2014-2020 on Wednesday, to help fund 300 state-managed programmes, in all EU member states, that started too late to qualify for EU funding in 2014. These changes would allow €21.1 billion in unused commitment appropriations to be carried over from 2014 to 2015-17. Parliament called for more efforts to end discrimination, hate crime and hate speech against Roma people and for 2 August to be recognised as Roma Holocaust Memorial Day, to commemorate the Roma genocide in World War II, in a resolution passed on Wednesday.
