Felipe VI of Spain to address Parliament on Wednesday

King Felipe VI of Spain will deliver a formal address to the House at 12.00 on Wednesday. This will be the third time that a Spanish King appears before the European Parliament, following the addresses by King Juan Carlos I, in 1986 and 1998.

MEPs debated the unfolding Volkswagen exhaust emissions scandal on Tuesday, on the basis of a parliamentary question. They asked Commissioner Elżbieta Bieńkowska to clarify whether emission test manipulation took place in Europe. Many speakers said the ongoing scandal endangers the credibility of the whole car sector, and called on the Commission to speed up the introduction of real drive emissions testing. Germany, Italy and Belgium will get €14.6 million in EU aid to help redundant car and airline workers to find new jobs, and Bulgaria and Greece a total of €16.3 million to repair flood damage, after Parliament approved their applications on Tuesday. Parliament on Tuesday backed a set of one-off measures aimed at boosting the effective spending of €35 billion earmarked for Greece in the EU 2014-2020 budget. This includes €20 billion from the European structural and investment funds and €15 billion from agricultural funds. EU-wide protection of geographical indication should be extended from agricultural products to include regionally and locally manufactured goods and handicraft products, MEPs say in a non-binding resolution adopted on Tuesday. This would support local economic development, boost tourism, strengthen consumer confidence and help preserve cultural heritage and traditional know-how. MEPs urged member states to do more to tackle the refugee crisis during a debate on migration on Tuesday. The debate was on the conclusions of the informal European Council on 23 September when national governments agreed to increase funding and support to EU countries looking after the Union's external borders as well as to neighbouring countries and agencies dealing with Syrian refugees. Most MEPs also supported the European Commission proposal to address the crisis. (Read more: Debate: MEPs discuss best approach to refugee crisis )


A debate on the 3 October air strikes on a hospital in Kunduz, Afghanistan, which killed 12 Médecins Sans Frontières staff and 10 patients including three children, has been added to the agenda on Wednesday at 08.30, announced Vice-President Mairead McGuinness at the opening of the plenary session. French President François Hollande and German Chancellor Angela Merkel will make a historic joint appearance in the European Parliament in Strasbourg on 7 October. They will speak on topical European issues and will have a debate with political group leaders. It is the first joint address of French and German leaders since November 1989, when President François Mitterrand and Chancellor Helmut Kohl debated the end of the Cold War with MEPs. A proposal to extend the geographical indication protection to non-food products will be debated in plenary today and voted on tomorrow. The report, adopted by the legal affairs committee on 15 September, says providing this protection to non-food products could help inform consumers, preserve regions' cultural heritage and boost local economies. Germany celebrates on 3 October 25 years of reunification. After the Berlin wall fell in 1989, East and West Germany reuniting became an obvious next step. Parliament set up a special committee to look at the possible impact of this. "German reunification was, in a way, an informal form of enlargement of the European Union," said Elmar Brok, who was a committee member and is still an MEP today. The 2015 guest photographer contest, inspired by 2015 being the European Year for Development, is coming to an end.
