Respect for democracy, fundamental rights and the rule of law: the role of the judiciaryBrussels, Altiero Spinelli, 3E2
Joint Hearing
Committee on Civil Liberties, Justice and Home Affairs (LIBE)
Committee on Constitutional Affairs (AFCO)
In March 2014 the Commission published a Communication on "A new EU Framework to strengthen the Rule of Law", setting up an early warning tool to address systemic threats to the rule of law by entering into a dialogue with the Member State concerned. This tool has never been used so far.
Against this background, the European Parliament, in its resolution of 10 June 2015
on the situation in Hungary mandated the LIBE Committee to “contribute to the development and elaboration of this proposal in the form of a legislative own-initiative report to be adopted by the end of the year.”
Following a first mini-hearing in December, this hearing is organised in the frame of the preparatory process for this LIBE legislative own-initiative report (under art. 225 of the Treaty on the Functioning of the European Union (TFEU).
Participants include senior judges from the Court of Justice of the EU, the European Court of Human Rights, as well as national instances, who will present their relevant experiences from everyday court practice.

Real Driving Emissions testsBrussels, Jòzsef Antall, 4Q2
The Environment, Public Health and Food Safety committee will hold a public hearing on "Real Driving Emissions tests" to inform ENVI on the development of these new testing procedures, in the context of ENVI's ongoing work on the reduction of pollutant emissions from road vehicles. In September 2015, ENVI adopted its position on the Commission proposal of January 2014 on the reduction of pollutant emissions from road vehicles. A key feature of ENVI's position is that test procedures for certain pollutant emissions should reflect real driving conditions, a timely response given the revelation of Volkswagen's use of defeat devices in laboratory emissions testing. This hearing will host speakers representing industry, consumers and research with a view to increasing understanding of the issues at stake.

Taking citizens' concerns seriously: broadening the scope of the EU Charter of Fundamental RightsBrussels, Altiero Spinelli, 3G2

Speakers will originate from academic institutions, the Court of Justice of the EU, a national Constitutional Court and competent EU institutions and agencies.
