Deal on voluntary EU help scheme for growth-enhancing reforms

An EU scheme offering member states technical help – such as expertise, studies, and working visits - with structural reforms needed to boost growth and jobs was informally agreed upon by MEPs and Council negotiators on Wednesday. The €142.8 million Structural Reform Support Programme would run until 2020. The deal still needs to be endorsed by Parliament as a whole. The EU Commission should table a plan in 2017 to cut delays in EU-funded projects that aim to reduce disparities among EU regions by stimulating growth and job creation, say Regional Development Committee MEPs in a resolution voted on Tuesday. Car emissions: first committee findings and draft recommendations

Evidence of law enforcement shortcomings in EU member states as regards car emissions is set out in the draft report by the Committee of Inquiry into Emission Measurement in the Automotive Sector (EMIS), published on Monday. The report and draft recommendations were prepared jointly by co-rapporteurs Jens Gieseke (EPP, DE) and Gerben-Jan Gerbrandy (ALDE, NL). »Strinjate se, da potrebujete EU, da je EU edini način za soočanje z izzivi tega stoletja. Tega duha ne smete pozabiti, naj vas vodi v tudi v prihodnjih letih.« To so bile besede Martina Schulza, ki je kot predsednik Parlamenta 15. decembra zadnjič nagovoril šefe vlad in držav Evropske unije na Evropskem svetu v Bruslju. Pristaniške storitve: jasnejša pravila glede pristojbin in subvencij

V sredo je Parlament sprejel uredbo o vzpostavitvi okvira za izvajanje pristaniških storitev in skupnih pravil o finančni preglednosti pristanišč, ki med drugim predvideva jasnejše določanje pristojbin za ladijske prevoznike in več preglednosti glede javnih subvencij za pristanišča. Parlament podprl četrti zakonodajni sveženj o železniških storitvah

V sredo je Parlament potrdil predlog nove skupne zakonodaje o železniških storitvah, ki med drugim predvideva odprte razpise za sklepanje pogodb o izvajanju potniških železniških storitev v vsej EU, kar naj bi povečalo konkurenco in ponudbo storitev za potnike. Če bi več ljudi potovalo z vlakom, bi se to odrazilo na čistejšem zraku; hkrati bi bil to prispevek k zmanjšanju izpustov toplogrednih plinov. Zato je treba železniški promet narediti bolj udoben in cenejši. To je cilj zadnjega paketa železniške zakonodaje, o katerem bodo poslanci razpravljali 12. decembra, glasovanje pa bo potekalo dva dni kasneje. Nova pravila odpirajo trg javnega naročanja za železniške storitve, poenostavljajo administrativne postopke in usklajujejo tehnične standarde. Transport MEPs back reform of domestic rail services

Plans to update EU civil aviation safety rules to address emerging risks were amended and approved by Transport and Tourism Committee MEPs on Thursday. The updated EU regulation will also introduce the EU-level requirements for drones, to ensure safety and privacy.
