The EU needs to update its long-term spending plan to cope with unforeseen crises such as mass migration, terrorism and youth unemployment, says the Budgets Committee in a resolution voted on Wednesday. The text is intended as an input to the forthcoming EU Commission’s proposal to revise the EU’s multiannual financial framework (MFF) for 2014-2020. The update should also tackle the recurring backlog of overdue EU payments, and look beyond 2020, add MEPs. Resultatet av den brittiska folkomröstningen om landets utträde ur EU ”måste förverkligas så snart som möjligt”, med parlamentets fulla engagemang, sade EU-parlamentets talman Martin Schulz under toppmötet i Bryssel den 28 juni. ”En långvarig osäkerhet gynnar inte någon”, sade han och underströk att unionen bör visa att den är medveten om behovet av reformer. I samband med öppnandet av det extrainsatta plenarsammanträdet på tisdagen sa Europaparlamentets talman Martin Schulz att det var första gången som kammaren sammankallats så hastigt. Samtidigt pekade han också på att utgången av den brittiska folkomröstningen var oväntad. Talmannen välkomnade också Storbritanniens EU-kommissionär Jonathan Hill, tackade honom för allt hans arbete och för beslutet av avgå. Storbritannien måste fullödigt och så snabbt som möjligt respektera de brittiska medborgarnas vilja, genom att officiellt dra sig ur EU-samarbetet innan några nya avtal om förbindelser mellan landet och EU kan inrättas. Det skriver Europaparlamentet i en resolution som kammaren röstade om under det extrainsatta plenarsammanträdet på tisdagen. Ledamöterna ser också ett brådskande behov av reformer som säkerställer att EU lever upp till unionsmedborgarnas förväntningar. På tisdag morgon hålls ett extra plenarsammanträde till följd av den brittiska folkomröstningen om ett utträde ur EU. På torsdag diskuterar ledamöterna också de ekonomiska konsekvenserna av flyktingkrisen under en gemensam utfrågning. Under veckan träffas dessutom de politiska grupperna för att förbereda inför den kommande veckans plenarsammanträde i Strasbourg. För att följa upp den brittiska folkomröstningen om fortsatt EU-medlemskap beslutade parlamentets talmanskonferens (talmannen och ledarna för parlamentets politiska grupper) på fredagsmorgonen att kalla till ett extra plenarsammanträde på tisdag den 28 juni klockan tio. Under sammanträdet röstar ledamöterna om en resolution som både analyserar utgången av folkomröstningen och möjliga vägar framåt. A new standard European travel document to speed the return of non-EU nationals staying "irregularly" in EU member states without valid passports or identity cards was informally agreed by MEPs and EU ministers on Thursday evening. A key goal during the talks has been to increase third countries’ acceptance of the document through improved technical details. To enter into force, this informal deal needs to be formally endorsed by the full Parliament and the Council of Ministers. The EU's renewable energy target - 20% of total consumption by 2020 - has already been hit by many EU member states. But others lag behind and must do more, MEPs urge in a resolution, voted on Thursday, on the EU Commission's “renewables progress report." To achieve the EU's energy efficiency target - a 20% gain by 2020 – member states need to implement EU legislation faster, and in full, says a second resolution, also voted on Thursday.
