The Bonn Agreement of 2001 and the Afghanistan Compact, adopted by the London Conference on 31 January 2006, represent the framework for the international engagement with Afghanistan. The EP Delegation for relations with Afghanistan, constituted on 11 April 2007, is made up of 14 members and 9 substitutes. The relations between the European Parliament and the Afghan Parliament (National Assembly) do not have a long tradition.  The first ad-hoc Delegation of the European Parliament to Afghanistan, on 14 - 19 July, had as objective to deepen the understanding of the political situation in the view of the first parliamentary elections, held on 18 September 2005.  With that occasion, an elections observation mission of the European Parliament was sent to Kabul. The next interparliamentary contact, a visit of an Afghan Delegation, led by Mr Muhammad Yunus QANONI, the Speaker of the Wolesi Jirga, took place on 11 - 13 December 2006, in Strasbourg. The first Afghan parliamentary visit to Brussels, at the invitation of the recent constituted EP Delegation for relations with Afghanistan, was organised on 26 - 30 November 2007and it was headed by Mr Mohammad Arif Noorzai, Deputy Speaker of Wolesi Jirga.
