Election observation

Election observation is an expression of the European Parliament's commitment to support the development and consolidation of democracy, the rule of law and human rights.

The 'implementing provisions governing election observation delegations' constitute the procedural basis for the European Parliament's election monitoring activities. They state that the aims of election observation delegations are to strengthen the legitimacy of the national election process, to increase public confidence in elections by ascertaining whether all election procedures are conducted in the most proper and most transparent manner possible, to provide more effective human rights protection and, where appropriate, to contribute to conflict resolution or to post-conflict stabilisation of the State structure; a European Parliament election observation delegation can be organised only in a country where the EP delegation can join a long-term observation mission, whether it be one run by the European Union or by the Office for Democratic Institutions and Human Rights (ODIHR).

The European Parliament observes elections in accordance with the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, which was endorsed by the European Parliament in 2007.

The Election Coordination Group established by the Conference of Presidents selects the countries to be given priority for the despatch of a European Parliament election observation delegation.
