Where Parliament and the Council cannot reach an agreement at first or second reading, the matter goes to 'conciliation' ( Rule 67). If the Conciliation Committee, composed of members of the Council and an equal number of MEPs ( Rule 68), reaches an agreement, it adopts a joint text ( Rule 69). This text is then submitted to Parliament and the Council for approval (third reading).
