Buzek welcomes Karzai's announcement to form an inclusive government in Afghanistan
The European Parliament takes note of the outcome of the elections that took place under very difficult circumstances and recalls that the situation in Afghanistan remains fragile. In line with the EU Action Plan adopted last week, the European Union is ready to assist the new government in the difficult tasks and challenges that lie ahead.
Both the Afghan people and the international community have high expectations of the new government. Challenges include fighting corruption, training security forces and building a well-functioning political and social institutional framework.
It is clear that we have entered a crucial period and that a military solution alone is not an option to bring lasting peace and stability in the wider region. EU efforts in Afghanistan should be focused on building viable and accountable institutions, democracy, the rule of law, the respect of human rights, good governance and development, and on combating corruption and drugs. Stepping up EUPOL and other coordinated efforts matched by resources is the right way forward. We also support the creation of a single EU representation in Kabul.
Afghanistan also needs to strengthen civil service capacity, work towards a stronger and more pluralistic political party system, as well as build a more effective parliament. The creation of district councils would allow Afghans at local level to take charge of their own governance better. "
