The Council has not discussed the specific issues raised by the Honourable Member.

However, the EU guidelines against torture make clear that torture is among the most abhorrent violations of human rights and that no-one should be subjected to torture or cruel, inhuman or degrading treatment. The guidelines state that in its contacts with third countries the EU will express the imperative need for all countries to adhere to and comply with the relevant international norms and standards concerning torture and emphasise that torture and ill-treatment are forbidden under international law. Moreover, the guidelines task the EU to call on third countries to combat impunity by conducting prompt, impartial and effective investigations of all allegations of torture.

EU action against torture is based on the principles set out in these guidelines.
