Answer given by Mr Tajani on behalf of the Commission

The Commission is aware that this phenomenon may occur but has no evidence that such a practice would undermine the corporate social responsibility schemes of the entities concerned. Furthermore the Commission has no legal competence to prevent these business practices and does not intend at this stage to put a particular focus on this issue.

EU‑funded humanitarian aid operations are implemented by non‑profit-making entities — international and non-governmental organisations — with whom the Commission has signed a framework partnership agreement, while civil protection assistance is delivered through public authorities.
