Answer given by Mr Dalli on behalf of the Commission

The Commission considers that, as previously stated in the reply to Written Question E‑002699/2011(1), the Union can not act in the field of animal protection where Article 13 of the Treaty on the Functioning of the European Union explicitly specifies that it must respect Member States customs or provisions in particular to religious rites, cultural traditions and regional heritage.

Therefore the Commission position on cultural events remains unchanged.
