Answer given by Mr Dalli on behalf of the Commission

On the protection of stray dogs and Article 13 of the Treaty on the Functioning of the European Union[1], the Commission would refer the Honourable Member to its answer to Written Question E‑06543/2011[2].
Since this matter does not appear to fall within EU competencies, the Commission is not entitled to request any action to Romania on this issue.
