The project concerning the construction of a navigable shipping channel through the Vistula Spit is not included in the revised guidelines for the development of the trans-European transport network (TEN-T) which were adopted by the European Parliament and the Council in December 2013(1). The reason is among others that the port of Elblag does not comply with the criteria set out in Article 20 (2) of these guidelines, notably in terms of volume of traffic. The project is therefore not eligible for EU support from the Connecting Europe Facility (the main financial instrument for the TEN-T). The European Structural and Investment Funds concentrate their support on TEN-T ports, notably in order to create competitive, multimodal hubs which can play a role in the European and in particular in the Baltic Sea context and are able to attract major freight traffic flows in order to boost growth and jobs in Poland.
