Support to human rigths defenders is one of the major priorities of the EU's external human rights policy. The HR/VP shares the concerns over the intimidation of human rights defenders in Thailand, and follows a wide variety of cases, including cases out of the public eye. The EU Delegation and Member States meet regularly and publicly with human rights defenders in Thailand, observe key sessions of trials and make field visits.

Labour abuses, as documented by Mr Hall, can unfortunately be found in several labour intensive sectors in Thailand. The EU is working with Thailand to improve labour conditions, especially in the fishing and seafood processing sectors. Together with the International Labour Organisation, the European Commission is providing EUR 4.2 million for this purpose for a 5-year project launched with the Government of Thailand earlier this year.

Mr Hall's situation has been raised a number of times at high level with the Thai authorities and European diplomats from the Delegation and from Member States are regularly present at his key trial sessions.

The human rights situation is frequently raised with Thailand, and recently the international community did so in the context of Thailand's universal periodic review (UPR) in May 2016. The EU looks forward to the implementation of Thailand's pledges at the UPR, and its positive response in September to the UPR suggestions it is currently considering.
