The Energy Efficiency Progress Report 2015(1) (the progress report) evaluated the first National Energy Efficiency Action Plans (NEEAPs) and the Annual Reports. It established that primary energy consumption in 2013 equalled a reduction of 15.5% compared to 2020 projections and that the EU was on track to achieve the primary energy reduction needed to meet the EU 20% energy efficiency target provided effective implementation of the Energy Efficiency Directive (EED) was ensured.
The progress report provided information on the production of electricity and heat from cogeneration per Member State and included a specific indicator on CHP(2): the 2005-2013 average annual change of heat generation from CHP. It was noted that for EU-28, the heat produced from CHP plants decreased by 9% from 46 Mtoe in 2005 to 42 Mtoe in 2013 and called for additional effort to increase the share of high-efficiency CHP plants given the efficiency gains and contribution to industrial productivity(3).
Information on primary energy savings from CHP is not a mandatory element in the NEEAPs nor in the Annual Reports. Sound and consistent statistical information on CHP, including on primary energy savings, is a pre-condition for an evaluation of primary energy savings and the progress of CHP. Such data is expected from the new Eurostat data collection template under Article 24(6) of the EED, which is being progressively put in place.
Furthermore, the national Comprehensive Assessment on heating and cooling under Article 14 of the EED requires Member States to analyse the potentials and progress of high-efficiency CHP and provide information on primary energy savings. The Comprehensive Assessments were due by 31 December 2015 and are being evaluated by the Commission.
