Answer given by Mr Andriukaitis on behalf of the Commission

On the basis of the Commission Communication of 4 April 2014 on effective, accessible and resilient health systems(1) and in response to the Council Conclusions on the economic crisis and healthcare(2), the Commission has developed several initiatives.

For example, in 2014 the Commission has supported the Member States in setting up an expert group on Health Systems Performance Assessment(3) which has produced reports on quality of care(4) and integrated care(5). The Commission is also supporting a European medicine price database (EURIPID)(6), and is working on an initiative for EU cooperation on health technology assessment(7).

In addition, the European Pillar of Social Rights(8), adopted on 26 April 2017, underlines the right of everyone to access affordable healthcare.

As regards health systems' capacities to deal with crises, the Joint Economic Policy Committee-Commission report of 2016(9) states that expenditure on healthcare and long-term care accounts for 8.5% of GDP in the EU and may increase by an additional 2 to 4 percentage points of GDP by 2060.

As pointed out repeatedly in the Commission's Annual Growth Surveys(10), reforms are needed to enhance the cost-effectiveness of national health systems and ensure adequate access to healthcare, thus improving national health systems' resilience.
