The Greek authorities have progressed in clearing pending pension applications in line with the European Stability Mechanism (ESM) programme commitments with a target to clear all pending applications by the end of the programme (in August 2018).

The Commission is monitoring the clearing of pension applications on a monthly basis as a part of the arrears clearance programme, with specific conditionality and regular disbursements. The ESM has disbursed over EUR 5 billion for the arrears clearance programme by end-December 2017 out of which close to EUR 1.5 billion has been used to clear pending pension applications.

The Commission is aware that pensions are not being paid in the order the applications have been received. This is partly due to the fact that the authorities are processing pension applications that were submitted after the pension law took effect in line with specific targets and deadlines as specified in the Supplementary Memorandum of Understanding (SMoU)(1).

This action has been implemented without any disruption to finalising the calculation of final pensions to previous applicants.

An additional reason for some applications being processed sooner than others is that data on insurance histories are still not fully in electronic format; furthermore, it takes still longer to process the information of persons with complicated careers (e.g. insurance under different funds during their careers).

Again, these issues will be solved once all the relevant data to process pension applications have been transformed into electronic format and are automatically updated.
