Answer given by President Juncker on behalf of the Commission

According to Recital (10) of Commission Decision on the publication of information on meetings held between Members of the Commission and organisations of self-employed individuals(1): ‘In view of the specific role of political parties recognised by Article 10(4) TEU(2), and given that the Interinstitutional agreement between the European Parliament and the European Commission of 16 April 2014 on the transparency register for organisations and self-employed individuals engaged in EU policy-making and policy implementation(3) provides that the register does not apply to political parties, meetings with representatives of political parties should also not be covered by this decision.’

This is why meetings with political parties cannot be characterised as ‘secret’, but rather as part of the political function of Members of the College (see Code of Conduct C(2018)700 of 31 January 2018(4)) and therefore not subject to publication. The meeting to which the question refers, was organised at the last moment.
