The European Union (EU) believes that the best way to reduce tension is through constructive dialogue in order to strengthen confidence and trust on the continent. The EU looks to Russia and all other partners to do the same.

Russia has taken on many commitments and obligations, including through its membership of the Organisation for Security Cooperation in Europe and in the Treaty on Intermediate-range Nuclear Forces. The EU expects those obligations and commitments to be upheld in full.

More broadly, work to strengthen the EU's internal resilience is proceeding, including with deepened cooperation to counter hybrid threats and increase cyber and energy security. In parallel, the process of strengthening cooperation with the North Atlantic Treaty Organisation (NATO) has continued.
