Answer given by President Juncker on behalf of the Commission

The agreement reached on 19 March 2018(1) at the level of the Negotiators of the Commission and the United Kingdom Government on elements of the draft Withdrawal Agreement, makes no distinction between rights of EU citizens who arrive to the United Kingdom in exercise of their right to move and reside freely before the withdrawal and rights of those EU citizens who arrive before the end of the transition period.

This particular issue is agreed at Negotiators' level, subject to technical legal revisions only.

The Withdrawal Agreement will only become legally binding once it has been concluded and ratified.
