Parliamentary questions
12 July 2018
E-001215/2018
Answer given by Vice-President Mogherini on behalf of the Commission

The rights of indigenous peoples, environment protection, sustainable exploitation of natural resources and their environmental impact are an integral part of our regular dialogue with third countries, including Peru.

The EU raises regularly the issue of rights of indigenous peoples with the Peruvian authorities in the context of the EU-Peru Human Rights Dialogue. Respect of Multilateral Environmental Agreements is a key commitment under the Trade and Sustainable Development chapter of the EU-Colombia/Ecuador/Peru Trade Agreement.

In addition, the EU Delegation in Lima keeps close contacts with civil society organisations and associations on environmental issues. It also holds a regular annual meeting with human rights defenders; the last one took place on 5 April 2018 and covered the problem of land delimitation and protection of indigenous territories.

Concretely, the EU has supported several projects amounting to EUR 1.25 million in Ucayali concentrated on preservation of environment and rights of indigenous peoples over the past three years.

Moreover, the Forest Law Enforcement, Governance and Trade (FLEGT) Programme of the Food and Agricultural Organisation of the UN and the EU(1) supports the indigenous communities in this region with approximately EUR 300,000 to improve their land monitoring mechanisms. Ucayali region is also partly supported by a EUR 6 million project focused on forestry good governance.
