The Foreign Affairs Council Conclusions on Syria of 16 April 2018(1) called for ensuring humanitarian access and medical evacuations as unanimously agreed in the United Nations Security Council Resolution 2401. The Council noted that the Turkish military operation in north-western Syria has further complicated the situation, and led to significant displacement of the local population. The European Union (EU) also expressed deep concern about the deteriorating humanitarian situation in north-western Syria, in particular in the region of Afrin following the Turkish military operation. While there is understanding of Turkey's concerns about the situation at its borders, at the same time, there are strong concerns about the new front because of its humanitarian and political consequences. Humanitarian organisations should be provided with safe, unhindered and immediate humanitarian access. It was noted that also in this region there was an urgent need to create the conditions for a safe, voluntary and dignified return of Internally Displaced Persons and refugees.

By virtue of its candidate status, Turkey is constantly encouraged to develop its foreign policy in close coordination with the EU, and to progressively align its policies with the EU's political declarations, decisions and agreements.
