Parliamentary questions
14 May 2018
E-001684/2018
Answer given by Mr Hogan on behalf of the Commission

Article 24 of Regulation (EU) No 1305/2013(1) provides for support for the prevention of damages to forests from fires, natural disasters and catastrophic events.

On the basis of the Tuscany Rural Development Programme (RDP) 2014-2020 support is foreseen for specific investments aimed at reducing and preventing hydrogeological risks in forest areas such as: works for consolidation and adjustment of the hydraulic network and works for forestry-hydraulic adjustment (sub measure 8.3). In order to better target the support, such investments are eligible only if implemented within wood or forest areas, as defined by Regional legislation.

As to the quality of projects, as provided for in Article 49 of that regulation, the region of Tuscany has adopted, following consultation with the Monitoring Committee of the RDP, the selection criteria for the operations to be supported. Such criteria, designed on the basis of the objectives of the sub-measures, are aimed to ensure equal treatment of applications, better use of financial resources and targeting support.

Regarding the environmental assessment of the operations, the RDP of Tuscany foresees, in line with Article 45.1 of that regulation, that investment operations shall be preceded by an assessment of an environmental impact, in accordance with law specific to that kind of investments, where it is likely to have negative effects on the environment.

Based on the information available to the Commission operations programmed and implemented are consistent with the aims of sub-measure 8.3. They are targeted to forest areas, implemented with quality criteria and environmentally assessed when applicable. As a consequence the Commission has no elements to proceed to a suspension of ongoing operations.
