Citizens' capacity to identify disinformation varies considerably, as the Honourable Member points out, not just by Member State but also in relation to other factors including education.

Threats posed by disinformation will also vary between Member States as a function of the democratic politics of each Member State and its geographic location. This wide range of national circumstances motivated the approach set out in the recent Communication(1) which contains a comprehensive strategy based on transparency, diversity and credibility of information, together with inclusive solutions.

The inclusive approach will take different national circumstances into account in a variety of ways. For instance, the fact checkers' network will consist of national organisations and will aggregate their national needs and specificities to arrive at common working methods and best practices.

Participating fact-checker organisations will therefore benefit from the European scale of the planned network. Resources will mainly be allocated to building up a network of practitioners able to address different aspects of disinformation, supported by a secure online platform on disinformation to be launched by the Commission once the practitioners' network is operational.

The Commission underlines the active role that Member States should play in fostering both media literacy and quality journalism and the importance it attaches to continual monitoring and evaluation of the actions outlined in the communication.
