The Commission takes action to encourage, support and complement Member States' activities in the field of education, while respecting their overall responsibility for educational policy.

Most recently, the Commission adopted a proposal for a revised Recommendation on Key Competences for Lifelong learning(1). This proposal includes a literacy competence which should help Member States in their efforts to combat the declining reading habits among young people. As a follow-up to this revision, the Commission has announced a call for proposals(2) for a Framework Partnership Agreement with a European policy network in the field of key competences including on literacy and numeracy.

The Commission also provides funding for projects through the Erasmus+ programme(3). Erasmus+ offers the opportunity for schools to take part in joint projects aimed at improving literacy. As part of Erasmus+, the eTwinning platform(4) and the School Education Gateway(5) allow schools to connect across Europe and work in a collaborative manner toward raising achievement in reading skills.

In addition, to improve the literacy proficiency and reading habits, the Commission funds ELINET, the European Literacy Policy Network(6), bringing together almost 80 partner organisations from 24 Member States. ELINET promotes reading, including books, through research, development of appropriate indicators and the exchange of good practices.
