1. The Commission in its proposal COM(2018) 375 (final) has proposed a set of tools to reinforce the planning and performance monitoring of programmes in order to ensure that investments supported by the European Regional Development Fund generate the expected results.

Article 11 of the proposed Regulation refers to enabling conditions as the necessary prerequisites for the effective and efficient use of Union support granted by the Funds. The list of enabling conditions is laid down in Annexes III and IV. Each enabling condition is linked to a specific objective and should be automatically applicable where the specific objective is selected for support.

Furthermore, in Article 67(3)(e) the Commission has proposed that Managing Authorities have to ensure that selected operations present the best relationship between the amount of support, the activities undertaken and the achievement of objectives. Conducting a cost-benefit analysis can be an effective tool for implementing the above requirement.

2. Article 19 of Regulation (EU) No 1303/2013 requires that comprehensive transport planning at the appropriate level is available prior to receiving EU co-financing from the European Regional Development Fund. Such planning shall provide the analysis and set out objectives and investments tailored to the specificities of each region.

For example, in 2014-2020 one of the investment priorities of the European Regional Development Fund is to enhance regional mobility through connecting secondary and tertiary nodes to TEN-T infrastructure, including multimodal nodes. This investment priority is clearly reflected in the Partnership Agreement drawn up by Spain for the 2014-2020 period.
