E-001571-17
Question for written answer
to the Commission
Rule 130
Eleftherios Synadinos (NI)

Subject:  Collection and donation of pharmaceutical and medical products
 Answer(s)

Recently a meeting was held between the Medical Association of Athens and the Professor of Obstetrics and Gynaecology of Saint-Pierre University Hospital, Brussels(1).

A number of joint initiatives were proposed with a view to assisting those left vulnerable and uninsured by the economic crisis. These included the collection of pharmaceutical and medical products and the provision of primary healthcare services. Medicinal products are currently being collected for use by community health centres.

At every stage of the process, those involved are required to comply with rules regarding the proper safekeeping and storage of donated medicines under the responsibility of a qualified pharmacist or other suitably qualified specialist, in line with the quality and safety standards laid down by national law.

The national association of pharmacists (EOF) has laid down framework provisions governing the humanitarian donation of authorised medicinal products by pharmaceutical companies and their legal representatives.

Any initiatives motivated by solidarity and a philanthropic desire to help our fellow men are worthy of support.

In view of this:
Will the Commission assist with the establishment of permanent structures and the adoption of framework provisions governing the bilateral or multilateral cross-border or interinstitutional donation and distribution of pharmaceuticals on non-profit basis within the EU, and possibly provide funding and staff for the management and administration of such initiatives?
