 Subject:  VP/HR — EU action on shrinking space for civil society in Israel
 Answer(s) 

On 23 February 2018, the VP/HR received Yair Lapid, a member of the Israeli Knesset, in Brussels. Mr Lapid is one of the most prominent sponsors of a bill aimed at barring human rights NGOs that document Israeli occupation-related human rights abuses from speaking in high schools in Israel. The bill passed its first reading on 27 February 2018.

In the face of mounting restrictions imposed on Israeli human rights NGOs:
1. Has the VP/HR personally raised with Mr Lapid his sponsoring of the abovementioned bill and his active participation in smear campaigns against Israeli and Palestinian NGOs and the New Israel Fund outside Israel?
2. How many of the 25 human rights groups affected by the Transparency/NGO Law have the VP/HR and EU Special Representative for the Middle East Peace Process, Fernando Gentilini, met since it was passed in June 2016?
3. Have the Israeli authorities delivered any démarches to Commission and EEAS officials suggesting a cessation of meetings with and funding for specific Israeli NGOs?
