Toll on the coastal motorway in Slovenia

In recent years, Slovenia has gradually extended its toll sticker requirement to cover virtually all of its motorways, including the section from the Italian border at Rabuiese — Škofije beyond Trieste to Koper — Capodistria. The imposition of tolls on this road is causing inconvenience particularly to foreign tourists travelling to Croatia, who have to buy a sticker valid for a minimum of one week, costing EUR 15, in order to drive 8.5 km, which they can do in little more than 10 minutes. The Italian section of the same motorway, from Monfalcone (Lisert) to Trieste, in contrast, can be used free of charge, as required by the Treaty of Osimo regulating the border between Italy and the former Yugoslavia, Article 5 of which provides for traffic in the border areas, particularly in those districts where there is much tourism, to be improved.

Is the Commission aware of this situation, and ought the principle of reciprocity between States which is laid down in international law to require Slovenia’s coastal motorway likewise to be available for use free of charge?
