With regard to CAP, can the Commission outline why it is not possible under the provisions of Regulation (EU) No 1307/2013 of the European Parliament and of the Council to make payments under the Basic Payment Scheme to lands that were afforested before 2009?

If farmland afforested before 2009 is not eligible for consideration as part of the calculation of a farmer’s direct payments, are there other sources of EU funding available with regard to this afforested land?
