EU conference of investors and donors to support Ukraine's economic development

Ukraine recently reached a number of very important agreements with its creditors. The writing off of 20% of that country's debt could give it a chance to restore a functioning economy. The EU has shown itself to be very accommodating with regard to loans and grants; however, it has failed to address the issue of the planned conference of investors and donors in Ukraine. The Commission planned this conference for the winter of 2014 in Brussels, but the date has already been pushed back several times.

Does the Commission genuinely plan to organise the conference?

If so, where and when will it be held? Given that there are indications of potentially positive developments in Ukraine's economy, would it not be most appropriate to hold the conference now?
