Overall evaluation report on SIS II and possible proposal for revision

In its answer to one of my recent questions (E-000112/2016), the Commission confirmed that an overall evaluation report on SIS II had to be submitted to Parliament and the Council three years after it was brought into operation, pointing out that, as SIS II had come into service in April 2013, it proposed to submit that report in the second quarter of 2016.

It is now the third quarter of 2016, and no overall evaluation report has been submitted. What is the reason for the delay?

In its communication COM(2016) 205, the Commission states that it has to submit proposals by the end of 2016 to revise the legal basis of the SIS so as to further enhance its functionality.

Can the Commission give some idea of the proposals it will be submitting and say whether it proposes to leave a reasonable period between submission of the evaluation report and the proposal for revision?
